Within the framework of the Search for Common Ground (SFCG) project ‘Improving Fundamental Freedoms and Human Rights in Iraq (Right Advance),’ Search has commissioned the consultant (Qasem Newashi) to develop and deliver a training workshop to enhance the capacity of human rights CSOs skills and strategies in comprehensive policy dialogue and lawmaking, thereby influencing government policies and practices toward better human rights protections and the promotion of free association and peaceful assembly.

A 4-day training workshop has been designed and delivered to enhance the knowledge, skills, and attitudes of 18 participants from 8 human rights CSOs in Iraq. The training workshop was conducted during the period from the 25th to the 28th of November 2024 in Erbil. I would like to take this opportunity to extend my heartfelt gratitude to the SFCG staff in Erbil and the participants for their unwavering support and collaboration throughout this workshop.

SRD Center seeks a consultant in Guarantees and Credit policy to contribute to a project aims to strengthen the capacity of bank guarantees facility in Iraq by improving its operational efficiency, risk management capabilities, and overall effectiveness. The project activities will focus on organizational assessment and planning, followed by the guaranteed capacity strengthening through the setting up of the guarantee facility. The project will include the following key tasks and deliverables:

1. Desk Review Report and Inception Report

2. Deep Dive Assessment and Restructuring

3. SOP Development

4. Training and Coaching Program Development and Implementation

5. M&E Framework Development and Implementation

6. Environmental and Social Risk compliance

7. Deployment plan of the guarantee fund

8. Hand over and final report

Required Competencies

  • A master’s degree in related field such as Finance, Accounting, Economics, or Business Administration.
  • Must have a minimum of 5 years of experience in Guarantees and Credit policy.
  • Experience in financial analysis, Risk management, Compliance, Marketing, IT and internal audit is preferable.
  • Arabic language is preferable.
  • Understanding of the Iraqi context is preferable.
  • Excellent written and oral and communication skills in English.
  • Advanced computer proficiency with an emphasis on Microsoft Office applications (Word, Excel, Teams, Outlook).
  • Highly organized self-starter with proven success prioritizing multiple tasks, making critical decisions, and delivering results in a fast-paced environment with tight deadlines.
  • Ability to carry out responsibilities independently with minimal technical support.

تعليمات حماية المرأة الحامل والمرضعة وذوي الإعاقة والأشخاص الذين يؤدون عملا ليليا لسنة 2023

الصادرة بموجب قانون العمل رقم 8 لسنة ١٩٩٦ وفقا لأحكام المادة 69/ب

 

وفق تعليمات حماية المرأة الحامل والمرضعة وذوي الإعاقة والأشخاص الذين يؤدون عملاً ليلياً لسنة 2023 حظرت الحكومة، تشغيل المرأة الحامل والمرأة المرضعة في 16 عملًا.

وبحسب التعليمات، فإنه يحظر على صاحب العمل في أي مؤسسة أو أي من فروعها القيام بتشغيل المرأة بعد الوضع بأي حال من الأحوال خلال الستة أسابيع التالية للوضع، ويحظر تشغيل المرأة الحامل أو المرضعة ليلًا دون موافقتها الخطية، ويجوز لها التراجع عن الموافقة في حال استدعت حالتها الصحية أو حالة جنينها أو رضيعها وذلك بموجب تقرير طبي معتمد.

وكما حظرت فصل المرأة لأسباب تتعلق بالحمل أو الولادة أو الرضاعة أو خلال إجازة الأمومة.

وألزمت التعليمات أصحاب العمل بمنح فترة راحة للمرأة الحامل مدتها ساعة واحدة خلال ساعات العمل إضافة إلى فترات الراحة الممنوحة لجميع العمال، على أن تحتسب مدة الراحة من ضمن مدة ساعات العمل الفعلي ولا يترتب عليها تخفيض الأجر.

كما فرضت على أصحاب العمل؛ أن لا تقل مدة الراحة للمرأة الحامل والمرضعة ما بين نهاية العمل وبدايته في اليوم التالي عن 12 ساعة، بالإضافة إلى توفير أماكن آمنة وصحية مخصصة لراحة المرأة الحامل والمرضعة في المؤسسة التي تعمل بها.

**يحظر تشغيل المرأة الحامل أو المرضعة في 16 عملًا:

-المناجم والمحاجر وجميع الأعمال المتعلقة باستخراج المعادن والحجارة تحت سطح الأرض.

-صهر المعادن

-تغضيض المرايا بواسطة الزئبق

-صناعة المواد المتفجرة والمفرقعات والأعمال المتعلقة بها.

-الحام المعادن بكافة أشكالها.

-العمليات الصناعية التي تدخل في تداولها عنصر الرصاص أو أكسيد الرصاص أو مركبات الرصاص.

-عمليات المزج والعجن في صناعة وإصلاح البطاريات الكهربائية.

-تنظيف الورش التي تزاول الأعمال (العمليات الصناعية التي تدخل في تداولها عنصر الرصاص أو أكسيد الرصاص أو مركبات الرصاص، عمليات المزج والعجن في صناعة وإصلاح البطاريات الكهربائية).

-صناعة الزفت -الإسفلت

-صناعة الكاوتشوك

-شحن وتفريغ وتخزين البضائع في الأحواض والأرصفة والموانئ ومخازن الاستيداع واستقبال وصيانة السفن.

-الأعمال التي تشمل للإشعاعات الذرية أو النووية وأشعة إكس.

-أي عمل يستدعي تداول أو التعرض لأبخرة وأدخنة أي من مشتقات النفط.

-الأعمال التي يصحبها التعرض لمواد ماسخة للأجنة-تراتوجينية.

-الأعمال التي تستلزم التعرض للاثيلين في الصباغة وثاني كبيريتيد الكربون في الحرير الصناعي والسيلفون والمواد الهدروكربونية في تكرير البترول والزئبق والفسفور والنيتروبنزول والمنجنيز والكالسيوم والبيريليوم.

-الأعمال التي يتعرض لها العاملين للمخاطر الكيميائية.

According to international standards, destination countries are expected to secure no less favorable treatment to refugee workers in a regular situation as compared to Jordanians and to enhance cooperation between stakeholders and to provide guidance on general protection measures. SRD Center highlights that migrant workers and their families should enjoy the same treatment with regards social security and rights to work.

The ILO 1998 Declaration on Fundamental Principles and Rights at Work also states that all workers, including refugees and migrant workers, should benefit from the basic rights envisioned within the eight fundamental right ILO Conventions, namely freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the effective abolition of child labour; the elimination of discrimination in respect of employment and occupation; and a safe and healthy working environment.

 

Nature of the consultancy:

The general objective of this activity is to conduct two feasibility studies on the establishment of new facilities in the QIZ areas (free zones) in Jordan in order to produce brand products through investing in the labor force that available in Jordan. The study will include the production of water piping, pumping, and storage tank through partnership with Williams Industrial Services Group Inc and VLN King and VLN Menthol King through partnership with 22nd Century Group.

Education, Experience and/or skills required:

Education

  • Post-graduate or equivalent degree in Law, Public Policy and Management, Public Administration, Human Rights, Development Studies, International Development, or any other relevant university degree.

Technical experience/competencies

  • Minimum international work experience of 5 – 10 years.
  • Demonstrable technical experience in the field of training, migration management, migration policy, labour migration and human mobility, mixed migration, diaspora and development, and return/reintegration.
  • Familiarity and demonstrated experience with gender issues in the context of human mobility in Jordan.
  • In-depth knowledge of contemporary labour migration dynamics / migration and development issues in Jordan and other regions.
  • Proven substantial involvement in conducting needs assessment and developing training modules/curriculum, training materials etc.
  • Demonstrated experience and skills in facilitating stakeholder/working group consultations and trainings.
  • Knowledge of global, continental, and regional policies, laws and initiatives regarding labour migration, migration, and mobility.

Skill

  • Excellent analytical and organizational skills; ability to think critically and creatively;
  • Skilled communicator, both verbally and in writing;
  • Attention to detail and highly organized, collaborative, and team-oriented;
