The ANPRO Model (Analysis and Projection Model) is a modern, practical planning tool that translates real-world experience in education-sector planning into a structured, data-driven approach. Developed through close collaboration with many countries, it supports education authorities, especially at central and decentralized levels, to make informed decisions when shaping sector policies, preparing education sector plans, and monitoring implementation over time.
A key strength of the ANPRO Model is that it links analysis (understanding current performance, system bottlenecks, equity gaps, efficiency issues, and resource constraints) with projections (estimating future enrolment, teacher requirements, classrooms, learning materials, and financing needs). By doing so, it helps planners move beyond general targets toward realistic scenarios grounded in evidence, allowing policymakers to compare options, anticipate consequences, and prioritize investments. This is particularly valuable for improving credibility and feasibility of education plans, strengthening results-based management, and ensuring that reforms are matched with the resources and implementation capacity required.
The model is also important because it enables consistent monitoring and course-correction: assumptions can be updated as conditions change (population shifts, budget ceilings, teacher supply, or participation rates), and progress can be tracked against targets in a transparent manner. In this way, ANPRO supports better coordination between ministries, local education offices, and development partners by providing a common planning language and a clear set of indicators and projections.
This tool builds on the ANPRO Model presented in UNESCO Bangkok’s Handbook for Decentralized Education Planning, which has been widely used to strengthen decentralized planning processes and improve the quality of education sector policy design, planning, and implementation.
