COUNTRY NEED ASSESSMENT

تستخدم هذه الأداة لمتابعة وتقييم  Developing country sector strategies.

وهي عبارة عن BACKGROUND AND INTRODUCTION

In order to improve the quality project design in ORG.’s work through the development of Country Sector Strategies (CSS).

Factors affecting project design is negatively affected by: 

1. insufficient time provided by donors, 
2. poor planning on ORG.’s part, 
3. inadequate skills set of some field staff, 
4. funding opportunity driven rather than strategic analysis driven,
5. lack of coherence of projects within the same sector in a given country, 

The purpose of the CSS is to articulate: 

1. what we are trying to achieve, 
2. why we are trying to achieve it, 
3. where we intend to implement, 
4. how we are going to do it, 

Answers to these questions derived by:

1. Comprehensive external and internal analyses, 
2. Sector best practices 
3. the Program Framework.  

The CSS is to:

1. allow us to connect well thought out strategic designs to funding opportunities.  
2. act as the basis of all project design in a country for a two to three year period. 
3. When funding opportunities are identified the starting place will be to review the CSS and use it to guide the design process.
4. The CSS are not intended to replace the project design process, but to provide the foundation for it and jump start the effort.

Criteria for Developing Country Sector Strategies:.

هذه The tool designed to collect data to determine the merit or worth of a humanitarian or development intervention (policy, strategy, programme, project or activity). Also, the tool includes questions that covers the six OECD evaluation criteria – relevance, coherence, effectiveness, efficiency, impact and sustainability.
